STANDARD OPERATING PROCEDURES: EINTERZ-MENGECH SCHOLAR INTERNATIONAL ROTATIONS

Overview

This six-week program allows Einterz-Mengech Scholars exposure to international medical practices and to provide an opportunity to compare divergent medical care systems during their 5th Year International Elective rotation. These scholarships are awarded in honor of Dr. Robert Einterz, former director of the AMPATH Consortium and co-founder of the IU-Kenya partnership, and Professor Haroun Mengech, the founding Dean of Moi University School of Medicine and subsequent Director of Moi Teaching and Referral Hospital.

Audience

Moi University students selected for the Einterz-Mengech Scholar Program; all faculty, staff and partners involved in the coordination of the Einterz-Mengech Scholar Program.

KENYA-BASED RESPONSIBILITIES

  1. The Moi University School of Medicine (MUSM) Dean’s Office will provide dates of the international elective to the Assistant Director for Logistics & Education Programs (ADLEP).
  2. In mid-January, the MUSM Dean’s Office will provide a list of completed GPA scores for all 5th year students.
    • A committee will compile the scores and rank the top 25 students in the 5th year MUSM class by an average of the GPA scores of years 1-4 at MUSM.
      • The number of selected students will be determined by the number of available international slots.
      • MUSM will post the list of and ranking of each 5th year student and award 18 (or current approved number based upon AMPATH Consortium member institutions’ agreement to sponsor) students headed to AMPATH Consortium member institutions with the title “Einterz-Mengech Scholar.” Scholars will be listed according to Student ID.
      • Qualifying Einterz-Mengech Scholars will be invited to a ballot selection meeting at IU House in late January or early February.
  3. A slip of paper representing each slot offered by each AMPATH Consortium member institution will be placed in a hopper.
    • The #1 ranked scholar will have the 1st draw option for school selection.
      • Each scholar will draw in order of their class ranking at the time of 4th year class completion.
      • Visa applications will be completed at this meeting. Students rotating in the US will apply for a B-1 visa.
      • All scholars will be measured for height and weight to complete the visa application process.
    • Questions concerning obtaining a passport for students who do not already possess one, instructions to obtain a birth certificate or other official documentation (if needed) will be addressed.
  4. Subsequent Responsibilities
    • Receive CXR complete with document declaring CXR is clear or proof of non- communicability of TB (drug control).
    • Receive appropriate and prudent vaccinations (MMR, Hepatitis B series, oral polio, tetanus, evidence of chicken pox or variella, etc.).
    • Submit visa application requests in a timely manner to relevant embassy.
    • Attend multiple orientation sessions discussing currency, cultural mores, issues of punctuality, dress code, expectations, and responsibilities.
    • For US-based rotations, complete and return W-8BEN forms prior to processing airfare and flights from Kenya to the US. W-8BEN forms must then be submitted to the respective host institution’s Program Manager.
    • Prior to departure from Eldoret, personnel at IU House will confirm that USD cash ($100/person) or appropriate currency has been given to each scholar to cover incidental expenses en route.

US AND HOST INSTITUTION-BASED RESPONSIBILITIES

  • Logistical Arrangements for All AMPATH Consortium Member Institutions
    • IU Center for Global Health (IUCGH) Responsibilities
      • The IUCGH Assistant Director for Logistics and Education Programs (ADLEP) will inform all AMPATH consortium member institutions of the dates of the international elective and confirm each institution’s willingness and ability to host students from Kenya that year. Each institutional member will inform the ADLEP of the number of students they will accept at their institution.
      • After Einterz-Mengech Scholars have been selected in Kenya, the IUCGH Program Coordinator will prepare international travel itineraries for each student.
      • The ADLEP and Program Coordinator will facilitate all travel and apprise host institutions of status, itinerary, student pictures and other pertinent logistics.
    • Host Institution Responsibilities
      • The host institution’s Program Manager or designee will arrange for housing and appropriate room assignments for the arriving students; and transportation from the airport to the designated lodging upon arrival.
      • The Program Manager is responsible for securing a student ID number, email address, access card(s), medical record system access, scrubs, SIM cards, and malpractice coverage for the students, if applicable.
      • At least 1-2 months prior to scheduled arrival, the Program Manager should contact appropriate hospital liaison to solicit team assignments.
  • The host institution’s Program Manager or designee will coordinate and/or lead a logistical orientation for the Einterz-Mengech Scholars within several days of their arrival.
  • The goals of the orientation session are to:
    • Familiarize each scholar with anticipated activities
    • Discuss cultural practices and expectations
    • Discuss logistics including travel itineraries/dates, social opportunities, expectations concerning expenses when in a social setting, etc.
    • Provide an overall view of obligations and responsibilities of each scholar relative to the institution.
    • The respective clerkship director will also conduct an orientation aimed at providing appropriate expectations of the experience while at the assigned hospital.
  • Scholars should meet with the AMPATH Associate Director, Program Manager or designee regularly to discuss problems or discovered opportunities.
  • The AMPATH Associate Director, Program Manager or designee will communicate regularly with each scholar’s attending physician or resident to help shape the experience, receive feedback and give advice to enhance the experience.
  • Written evaluations completed by the attending physician and/or the resident will be submitted to the Program Manager for forwarding to the Dean of Moi University School of Medicine.

PROGRAM COSTS

  • Stipend and expenses covered by the host institution include:
    • Stipend ($500 for scholars rotating at IU)
    • Daily medical insurance premium
    • State and Federal Taxes (if applicable) will be calculated and added to the stipend provided to each student
  • Housing
    • Host institutions are responsible for covering the cost of the students’ food/groceries, either via the stipend or other means.
  • Other expenses not specifically covered are expected to be paid from the stipend.
  • Scholars are responsible for the purchase of personal souvenirs, etc.

RETURN TO KENYA

  • The students’ return to Kenya will be scheduled immediately upon completion of the required electives.
  • The host institution’s Program Manager will provide guidance to the students concerning logistics of return to Kenya and help with arrangements for transport to airport.
  • The students are responsible for arranging their own transportation in Kenya to return to Eldoret from Nairobi.
